Position:         Chief Financial Officer

 

Supervisor:    Superintendent

 

General Job Description: The Chief Financial Officer shall plan, direct, and coordinate activities to ensure a fiscally sound governmental organization that meets or exceeds all legal and ethical requirements and generally accepted financial management principals.   The incumbent maintains effective procurement procedures for commodities and services, acquires, manages and disposes of property for public facilities; provides an effective debt management program; provides effective fiscal reporting; and provides financial advisory services for all departments.   The Chief Financial Officer reports to the Superintendent and performs work in accordance with statutory procedures and board policies.

 

Essential Duties and Responsibilities:

  1. Share in cabinet level team decision-making and policy making activities, including district’s short, intermediate, and long range plans.
  2. Sets forth desired objectives, develops procedures, and proposes changes in existing methods
  3. Plans, organizes, and directs fiscal and management control functions
  4. Directs the planning, organization, and implementation of overall procedures for real estate acquisition and management, fiscal reporting and administration, purchasing, inventory management, risk management, treasury and debt management, accounts management, business licensing, and sales tax administration
  5. Directs, plans, and coordinates negotiations for the purchasing, selling, leasing renting, and disposing property;
  6. Responsible for the preparation of the monthly and annual financial reports;
  7. Directs and participates in management studies, and reports on complex financial analysis and organizational and administrative policies;
  8. Coordinates debt management and bond sales
  9. Works with the attorneys to obtain settlements in connection with condemnation actions and claims against the district;
  10. Makes presentations to the Board and/or the public as the need arises;
  11. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
  12. Act on behalf of the Superintendent obligating the district in contractual commitments

Required Knowledge, Skills and Abilities:

Knowledge of:

Government finance administration and accounting principles and practices

Investment fund management and debt administration

Real estate acquisition and real property management

Risk management and insurance

Purchasing and materials management

Generally Accepted Accounting Principals (GAAP) as they relate to governmental entities

Governmental Accounting Standards Board (GASB) pronouncement interpretation and implementation

 

Qualifications:  Master’s degree in business preferred, Bachelor’s degree in business required. Hold or be eligible to hold a Level II School Business Official License per NMAC .63.12, 5 years of experience in public school administration and supervision, or equivalency in business. Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.

 

Physical Requirements: Sitting, standing, lifting and carrying (up to 50 pounds), reaching, squatting, kneeling, prolonged typing, physical ability to type ob a keyboard terminal, and moving light furniture may be required.

 

Equipment/Technology Handled: Must know how to properly operate or be willing to learn to operate all multimedia equipment including current technology. 

 

Work Environment: Must be able to work within various degrees of noise, temperature, and air quality.  Interruptions of work are routine.  Flexibility and patience are required.  Must be self-motivated and able to complete job assignment without direct supervision.  After hour work may be required.

 

Terms of Employment: Salary and work calendar established yearly by the district.
